Misleading VFPC FLAS Message for ENVAR FL290 Time Restriction

The restriction for FL290 for flights departing V631 ENVAR M750 is "not available 2300-1159 UTC". This time range was directly copied into the FLAS message displayed by VFPC. However, the section for this message starts with "Valid FLs for XXX", so it would make more logical sense for the message to display the valid times (1200-2259Z) instead.
