BS in freetext annotation dictionary regression

verapdf-arlington 1.29.166 (unlike 1.29.102) no longer accepts a BS entry in freetext annotation dictionaries of PDF 1.4 documents. However, BS is allowed for all types of annotation dictionaries since at least PDF 1.4.

Or was pdf-association/pdf-issues#299 reverted?
https://pdf-issues.pdfa.org/32000-2-2020/clause12.html#H12.5.6.6 says that BS is PDF 1.3 or later for free text annotations
(actually, that should be 1.4).

It looks like pdf-association/pdf-issues#299 was reverted in the Arlington PDF model, but it is not yet included to errata.
