Third Party Scripts - GTM - Allow worker when using the nextScriptWorkers flag

Goals

1. Party Town has 1st party support for GTM
2. We should allow developers to select the script strategy for the GTM module in 3rd party scripts

Non-Goals

1. Not adding to other scrips as no first party

Background

This should be very easy just passing a property; I have an example PR #60742, which could be finalised as it's pretty complete.

Proposal

We should pass the script strategy as a property and allow the user to decide the script strategy for GTM
