Forbidden.js file can only be created at @/app/ and not any sub route

Summary

I have noticed that I can't create custom forbidden pages by having multiple forbidden.tsx files scattered across my codebase. I want to have different pages that give a different set of instructions to solve the problem depending on the file route.
