Randomly started seeing this as well today. Tried 15.5.2 same thing, rolled all the way back to 15.1.7 and its gone.

I actually solved it by deleting a "node_modules" that was inside a folder of the project that had no business having a node_modules there. Nothing in the error messages indicated that there was such a folder, and my IDE was hiding it from me as per my preferences, so it was not easy to notice it.
