[Feature Request] WASM Build for turbopack

Goals

1. enable using turbopack in Webcontainers

You can see what happens when you try to use it in this repro here

• open
• cancel the running terminal command
• run npm run dev

[Error: `turbo.createProject` is not supported by the wasm bindings.]

Background

When you try to use turbopack in webcontainers it fails because there is no wasm build.

There's a prior issue about this: #70522
and other related issues opened: #82975

One of these issues was converted to a discussion, but I'd like to see the environment actually supported as opposed to being told not to use turbopack.

Create WASM build so that turbopack can be used in webcontainers
