Request to merge Upgrade builtin babel packages PR into a 14.x.x version

Seems like the patch was made in #78673 and went into Next v15.4.1 however it has not gone into a 14.x.x version of Next. Vulnerability scanner keeps flagging GHSA-968p-4wvh-cqc8 and I have updated my project to the latest 14 version of Next.

I am using yarn and have tried overriding the babel/runtime version to the patched version but for some reason it does not apply it to next/dist/compiled. Any insight about how I can go about this will be very much appreciated.
