Are If-Modified-Since headers automagically ever used?

I was thinking of using this header with the library to fetch files from aws s3 bucket so it doesn't actually fetch the contents. If I wanted do that I assume I'd have to use a fetcher right? Or is there any other baked in features that utilize that header?
