Is this isLoading: true while revalidation intentional?

Getting isLoading: true while revalidating using global mutate() API with filter function as documentation suggest.

mutate(filter, undefined, { revalidate: true })

But, the thing is using only the filter function working fine.

mutate(filter)

So, what am I missing here?
