Add parser options class and move default dictionary to embedded resource

this PR:

1. Introduces RadiusPacketParserOptions class, which allows more robust parser configuration
2. Adds optional options parameter directly to parsing method to override default constructor options
3. Change the default dictionary source to load from embedded resource instead of plaintext copy as constant
