Improve dynamic scaling of external Program icons

Program::getImageData is still relying on DPIUtil::getDeviceZoom to calculate the image scaling

I see more urgent topics for M3, so I would not consider this mandatory. Still, this would be nice-to-have for M3, so adding the according tag would be fine for me.

I added the tag and I see that there are only Medium and High priority issues in motion right now. There's still #134 on the list and it is currently New so we should look into that. Other than that, the current status looks OK to me 👍
