LineNumberRuler cut off when monitor-specific scaling is disabled

Description
When monitor-specific scaling is disabled, the code editor rulers (in particular the line number ruler) are cut off at 175% primary monitor zoom:

Likewise, on 150% the fonts are much too small:

Reproduction
Just open an SDK at 175% primary monitor zoom with monitor-specific scaling disabled (e.g., via -Dswt.autoScale.updateOnRuntime=false

Expected Behavior
The rulers should not be cut off
