ModifyMode does not seem to properly handle addPosition followed by movePosition in the same movement

I am wondering if there is a way that will allow a user to add a new position and move it all in one motion. It seems like movePosition is dropping the newly created position and grabbing the next closest one which can lead to a confusing user experience. I have posted a video below of my experience.
