Skip "generate phase" hooks during scan build #855
Description
cloudflare/workers-sdk#10650 is a first instance of @vitejs/plugin-rsc breaking other plugins and this can be mitigated if we skip "output generation hooks" https://rollupjs.org/plugin-development/#output-generation-hooks for scan build.
Also it may be a time to try parallel build again https://github.com/hi-ogawa/vite-plugins/pulls?q=is%3Apr+is%3Aopen+parallel
