Add `unbound-method` rule

The rule source does already exist in this repo, but its tests are skipped and naively adding it to index.ts yields an error:

ReferenceError: require is not defined in ES module scope, you can use import instead

I would say, start from scratch. Look at how other rules are written and also refer yourself to eslint-plugin-jest as well.

@kguzek I've sketched rough implementation, not quite ready for opening PR.
I couldn't provide any ETA for now, too busy at the moment.
