通知时间可以设置超过1分钟

❓ What Actually Happened

通知显示时间如果设置成1分钟以上，下次重新启动的时候，会被重置回3秒

📝 Steps to Reproduce the Issue

1.设置通知显示时间为30分钟
2.通知显示时间有效（30分钟）
3.退出程序重新启动
4.通知显示时间变回（3秒）
5.启动日志中显示
[WARNING] Invalid notification timeout 1800000 ms, resetting to 3000ms

📌 Additional Information

代码应该是在
src/config/config_recovery.c的ValidateNotificationConfig方法当中，限制了不能超过60000ms
想问一下是否可以设置成不消失。
