[Refactor] guidellm.data package rewrite and tests

Updates and refactors for the GuideLLM platform rewrite within the guidellm.data related packages including improvements in pluggability with new concepts of deserializers, formatters, preprocessors, loaders, and datasets in addition to expansion of capabilities with full multi-modal support
