Snapshot content not restored when using label selector 1.16.0

I realized to get snapshot content when using 1.16.0 would now require --include-cluster-resources. Though if using label selectors, it still would not restore the VSC. I assume with the fix introduce #8926 using label selectors would not impeded in successfully restoring the VSC, is that correct?

The fix didn't consider the label selector case.
What does your velero restore command look like?

velero restore create --from-backup backup1 --selector "label1=abc" --include-namespaces ns1 --include-cluster-resources

Note that I only added the include-cluster-resources after reading the ticket #8904

Also I could see cases where using a --or-selector instead of just a --selector

FYI with 1.16.1 this is working as needed
