Why some packages are not on aarch64?

I am recently looking into installing qmk and found that it is not available on aarch64. I built the package using ./xbps-src pkg qmk and it works.

I also noticed that cross-arm-none-eabi which is one of the depends of qmk is also not on aarch64. Is there any reason that these packages is not available on aarch64?

all packages for aarch64* and armv* are currently cross-compiled. some packages can't be cross-compiled, so they aren't available. cross-arm-none-eabi-gcc is one of those packages

Why are those packages can't be cross-compiled?
and if I build the packages natively on my aarch64 machine will it be fine?

various reasons. in this case, you can't really cross compile a cross compiling toolchain
