Page jumps inconsistently when 'building' and 'publishing changes'

When user clicks 'Save' and/or 'Publish Changes' button the page inconsistently jumps erratically.

Steps to Reproduce:

1. Navigate to [staging](https://staging-autotune.voxmedia.com/blueprints/annotated-page/new_project
2. Create a annotations doc
3. Complete all required fields
4. Click 'Save'
5. View page jumping
6. Make a minor edit
7. Click 'Save' then 'Publish
8. Click 'Publish Changes'
9. View page jumping
