Add stop_service parameter to the install task

Implementation of puppetlabs/bolt#1204 for openvox_bootstrap. Allows explicitly requesting the package service be stopped and disabled after install (the packages seem to default to this state, but this was wired into Bolt, and seems like a reasonable feature to have).

Needed for openvoxproject/openbolt#44
