Allows Timepicker to save selected time on click outside

• I have searched the issues of this repository and believe that this is not a duplicate.

What problem does this feature solve?

We could create a prop to discard or save the selected value on click outside. Today, value is only saved on clicked on "ok" button.

What does the proposed API look like?

create a new prop on "PickerPanel.tsx"
