feat!: new implementation, adding a helper for alias, recommending eslint-patch
Breaking change: 1. `eslint-plugin-*` are no longer peer dependencies. Instead, we recommend using `@rushstack/eslint-patch`, aligning with `@vue/eslint-config-typescript`. 2. No longer use a built-in webpack resolver. Instead, we provide a `createAliasSetting` helper to manually configure aliases for `eslint-plugin-import`. The reasoning was explained in previous commits.
