Steps to reproduce

1. Set global density to compact
2. Create a VTimePicker element with header visible
3. Check the colon between hour and minute buttons

Expected Behavior

Colon between hour and minute buttons scales with the density

Actual Behavior

Colon is always scaled assuming that the buttons use default density
