Update to latest Python 3

As I am sure you are aware, Python 2 is almkst obsolete. Refer to https://pythonclock.org . It is not practical to integrate Python 2 code into a modern codebase. Please update the project code to use the latest Python 3, currently 3.7, if it is to be taken seriously.
