Use Node.js instead of Lua

Probably much faster to use a node composite action instead of downloading lua.

This was originally closed because there REALLY ISN'T much merit to doing this, and Node.js actually has a worse developer experience when it comes to byte buffers compared to lua 5.3

The only thing is that now it'd avoid the cold lua download as Node.js comes with Github Actions.
But the lua fetching action caches it. So most of the time it should be entirely a non-issue.
