Notification disabled = app disabled?

Why can't I use the app, while notifications are disabled? The app is great but having a clean notification system, where only the most important notifications come up, this app makes itself useless if it doesn't work without notifications. Is there a reason and perhaps a fix for this?

Edit: it seems like the actual notification can just be swiped away. My bad. But the question still stands, why can't notifications be disabled?
