[Proposed Work Item]: Service extension vocabulary and practice

LWS has a planned feature for the storage service to advertise additional capabilities, and linked services. There are also many common practices for Solid service extension for specific features.

This work item intends to make an attempt to create a vocabulary for such capability description and service description, and a standard way for services to describe that (in their doc, e.g.).

A while ago I was suggesting at least to have storage types

• Introduce different storage types solid/specification#377

I think describing storage based on capabilities which can be composed in various ways is a better way to go forward.
