Define registration process

The registration process needs to be more rigorously defined.

For example, this might include a simple mechanism by which anyone can submit a PR to claim an entry in a "first come, first served" range of registry entry IDs. Another area of IDs ought to be reserved for use by the CBOR-LD spec itself and potentially by other SDO specifications.
