Is deprecation of postal codes / other renaming of location (e.g. city, street, landmark and/or other renamings in scope of this?

For example:

• https://en.wikipedia.org/wiki/ZIP_Code#Division_and_reallocation
• https://en.wikipedia.org/wiki/Mumbai (name change in 1995)
• https://www.sanjoseca.gov/your-government/departments-offices/transportation/streets/city-streets/barack-obama-boulevard-renaming
