Update dependencies, resolve npm audit warnings (#4239)

This resolves warnings seen in `npm audit` and GitHub's security tab.

(These warnings likely did not significantly affect this project as
these dependencies are only in effect during local dev and at build
time.)

These updates do not cause any change in build output.
