Relationship between Use of Color and Focus appearance

I have come to understand though my earlier question that focus indicators pass Use of Color if they use both a difference of hue and contrast (greater than 3:1) to indicate focus. Recently, I have been thinking about how this relates to the second requirement of Focus Appearance; focus indicators should have a contrast ratio of at least 3:1 between the same pixels in the focused and unfocused states. I would appreciate some clarification on how to differentiate failures of these critera.

Our line in testing would be:

• no focus visible at all: FAIL of 2.4.7
• focus visible but indicator has contrast to background (incl. background of UIE where applicable) below 3:1: FAIL of 1.4.11
• focus visible but focused and unfocused state differ only in color and the contrast between these states is below 3:1: FAIL of 1.4.1

Thank you for your reply. Your approach seems to align pretty closely with my own understanding. However, I am still a bit confused by the apparent overlap with the second requirement of 2.4.13 Focus Appearance. If 1.4.1 already requires that the contrast between the focused and unfocused states is at least 3:1 at A level, what was the intention behind requiring it again in an AAA criterion? Is there an important distinction that I am missing or was it simply included to make the requirement more explicit within the normative text?

this, i'd say. not everybody agreed/understood at the time that 1.4.1 already arguably covers that scenario
