In ARIA11 a banner landmark is described as

banner: A region that contains the prime heading or internal title of a page.

but in WAI-ARIA 1.1 banner is described as

A region that contains mostly site-oriented content, rather than page-specific content.

Should the WAI-ARIA description replace the current description in this document?
The other landmark descriptions seem to align.
