ACT Task Force seeks clarification on whether an empty programmatic heading would fail SC 2.4.6 Headings and Labels or any other SC.

In recent testing, some screenreaders do not ignore the empty heading. act-rules/act-rules.github.io#2258 explains that "When navigating the page using the VoiceOver rotor for example, they appear as empty headings, making the experience unclear and confusing for assistive technology users."
