The live Understanding Conformance page has a broken internal link.

The "Understanding Requirement 2" section includes a note with text "Statement of Partial Conformance" that links to a fragment identifier (#conformance-partial) that does not exist in the document.

It may be that the intended link target is the "Partial conformance claims due to third party content" section (id="partial-third").
