Reflow: Fixed and Sticky Elements

When content is resized up to 400% (equivalent to 320 CSS pixels wide), sticky or fixed-position interface components (such as docked toolbars, bottom bars, headers, or chat widgets) must not obscure more than 20% of the viewport and must remain fully operable without covering essential page content.

A mechanism must be provided to hide, collapse, or move such components so that users can access the full main content area without loss of functionality.
