update to focus placement for modal dialogs #3214 Francis outlined three changes. Scott will take a closer review. Francis to add a summary of the significant changes, since the diff implies more changes than there are. Ken also wants to conform white space. Stays in drafted.
Suggestion to use prettier or other formatting tool. Ken noted that would create merge conflicts. Alastair request setting for VSC which we might all use. Alastair asks Ken, let’s sort this for WCAG 3 whilst there are only a few editors and PRs!
