Remove “Personalizable help”?

We should consider removing “Personalizable help” as feedback said:

• unpractical
• untestable
• too strict
• possibly outside user's control
• better fit as a browser feature

If this guideline is removed, will we be leaving behind users with severe cognitive disabilities who specifically need help presented in a way that matches their unique profile?
