New principle: The web is stable

@martinthomson asked for this in #588 (comment), and I think it might be a super-section of both #174 (the existing section on removing-features) and #175. We can give examples of ancient web pages continuing to work on modern browsers, and users being able to keep using old browsers and get at least a vague experience of modern pages.
