Document how to make area-specific experts feel welcome #44

Description

@jyasskin

The TAG is made up of a mix of web platform generalists and experts in particular areas. We also invite Associates to improve our expertise in particular areas. The web platform generalists are familiar with enough of the platform that we can read or skim most explainers and get some sense of what the problem areas are likely to be. However, the area-specific experts (UX and Sustainability have come up recently) can get lots in the explainers. We get so many reviews, that it takes an unreasonable amount of energy for the area-specific to figure out which reviews they can actually help with, which can cause them to burn out on TAG work in general.

This week, we came up with the strategy of having the generalists label design reviews with Focus: UX so that our UX expert can look at just those reviews. TBD whether this works, but I think it's promising, and we should document it here so that future TAGs remember to do it for whatever set of experts we get in the future.
