[Command] `warden env up` will not stop existing Mutagen sessions if Mutagen is disabled between runs

Describe the Bug

If an environment is already running, and Mutagen is disabled, and then warden env up is ran to re-configure the environment; despite the Mutagen volume no longer being bound, Mutagen itself continues to run.

To Reproduce

• Have an environment already running
• Update ~/.warden/.env setting WARDEN_MUTAGEN_ENABLE=0
• Run warden env up

Expected Behavior

Mutagen session is destroyed

Additional context

Mutagen session continues, and cannot be viewed using warden sync monitor
