Issue : if you put a backpack in a paper bag you can carry multiple bags

Pretty simple to explain at lest, if you put a backpack inside a paper bag in ox-inventory then you can carry more backpacks even if you have set it to false in the config

blacklist the backpack on paper bag item. Look into documentation/inventory/guides/creatingitems/creatingcontaineritems and repeat after guide
