Add a dialog component

The HTML `<dialog>` element is incredibly useful and widely supported, but few know about it. You have to use JS to open it, but 2bit-ui could provide all the styles via pure CSS.

Seems worth prototyping some kind of UI for it to see if I can make it look any good. If so, I'll add it.
