Tooltips can get stuck open when switching settings categories

Description

In the settings tab, a help tooltip pops up when I hover over certain options. If I switch to another category with my other hand, the tooltip gets stuck open. This is repeatable, resulting in many copies of the same tooltip. The only way to clear these stuck tooltips is to navigate out of the settings tab (e.g. to the home tab).

Impact is probably low since the above workaround exists.
