Are the start and end parameters for observations functional?

I tried using the start and end GET parameters to select a week or a day in the past and got only an empty

Terribly sorry for the late response. We had some ingest issues with obervation data around that time, but it's too far back to verify. I was able to use your example url to get observations using a recent time window. Observation records are kept for 7 days.
