Cancellations of SVR and TOR on 'active' alerts endpoint #696

If the alert is still active (hasn't expired and ended) then it will show up in the active endpoint. Many canceled alerts expire/end immediately, but it appears some are not issued that way. |

Hello.
I have been logging all the VTEC codes that appear on the https://api.weather.gov/alerts/active endpoint. The second field in the VTEC is the alert type... (NEW, CAN, EXT, etc). I notice that we do sometimes see CAN vtec messages show up in the feed for Winter Storm Warnings and Flood Advisories, but none for Severe Thunderstorm warnings, in spite of some being issued. For example, this one from a short time ago should be contained in the feed, but isn't: /O.CAN.KJAN.SV.W.0016.000000T0000Z-240112T1545Z/

Can you clarify whether cancelled alerts should or should not be showing up on this endpoint? It doesn't seem consistent across alerts.
