I'd like to inquire about using the cloudLayers property in https://api.weather.gov/stations/StationID/observations/latest. Is there any public document that assists with determining what the sky condition is based off of the cloud layers received? I.e. What would be the layer layout of overcast vs partially cloudy vs fair?
