[Feature]: treat `engines` field within `package.json` as `target` or browsersList for synatx downgrading

What problem does this feature solve?

• fix(core): Iterator#map is only available on Node 22+ rspress#2923

We used syntax in ts that is not satisfied by engines, can it be downgraded?

What does the proposed API look like?

treat engines field as target or browsersList

it's polyfill stuff, at least we need to add babel-plugin-polyfill-corejs3 to make polyfill work.
