Use GitHub tags to generated pretty/formatted release node automatically

Generally speaking, we would have a series of tags starting with release: xxx. PRs marked with these tags would be placed nicely in the release node.

Though we already use conversational-commit for the PR titles, GitHub only recognizes tags.

I think this causes some duplicated work. we should have an Action to mark PR with release: xxx for most PRs based on the PR title.
