Interest invokers

This GitHub issue is for collecting web developer signals for Interest invokers.

Interest invokers, registered by the interestfor HTML attribute, trigger events and actions on a target element when a user shows interest in the element, through behaviors such as hover, focus, or long-press. Pseudo-elements apply styles to sources and targets of interest.

What I want to do with this feature

tooltips

What I'm having to do in the meantime

I will use a pollyfil, probably https://github.com/mfreed7/interestfor but it is not possible to fully pollyfil this ( css ) . It will also be nice to not need JS
